1. To expedite communication between the DepEd 1CT Service (1CTS), Regional ICT Units, Division ICT Units, and Schools, the CTS is requesting the aforementioned to provide their updated contact numbers, email addresses, and focal persons (School ICT Coordinators) and School Heads .

The Department of Education Region III conducted On-site Inspection on the delivered Senior High School Technical Vocational and Livelihood Materials, Tools and Equipment to the recipient Public Senior High Schools implementer in the Region. Based on the result, it has been found out that there are some tools/equipment which were found not compliant to the specifications set by the DepEd.

DepEd statement on DOH’s distribution of condoms in schools
December 7, 2016
While the Department of Education (DepEd) recognizes the need to promptly address the surging spread of HIV/AIDS among the youth, the Department will have to hold thorough and careful discussions with the Department of Health (DoH) regarding the health agency’s plan to distribute condoms in schools next year.
Through the series of discourse, the Department will want to identify and study whether this move to arrest the epidemic is appropriate to cover schools and learning institutions, and if not, what are other measures that we can explore without compromising, first, the parents’ right and responsibility to educate their children against the dangers of engaging in pre-marital sex, and second, the State’s mandate to protect minors from any form of abuse. DepEd will also have to look into how and why, despite progressive mindset in other countries, this approach is not implemented by all.
The Department, for its part, continues to uphold the values rooted in the country’s culture and how these remain relevant amid the changing times, and to enrich sex education within the frameworks of human rights, safety and well-being of learners through age-appropriate and developmental reproductive health education as early as Grade 1.

Due to the numerous reports of stolen government properties consisting of laptops, projectors, computer monitors, cpu, printers and others inside the schools and the letter-requests from concerned school heads received by the Division Office that they be relieved from property accountability, all principals/ school heads, property custodians and all other accountable officers are hereby directed to properly secure all government properties under your care, possession and custody. For this purpose, you hereby directed to adopt the best, appropriate and necessary measures, including but not limited to reinforcing the padlocks and iron grills, installing new doorknobs and padlocks, hiring of security guards, coordinating and asking the barangay officials for them to conduct patrol within the school premises, installing cctv, etc.
The rampant occurrences of robberies inside the schools have greatly affected not only the schools and teachers but also the students.
In this regard, all accountable persons are hereby warned that any further incident of robbery in your school after receipt of this memo, even it will be a first time, will not relieve you from any accountability especially as far as this Office is concerned.

The Department of Education has announced the administration of the National Career Assessment Examination for School Year 2016-2017 from December 7 to 8, 2016 to all Grade 9 students in all public and private secondary schools nationwide through DepEd Order No. 23, 2016 entitled School Calendar for School Year 2016-2017, and DepEd Memorandum No. 132, s. 2016 entitled Change in Schedule of the Administration of the National Career Assessment for School Year 2016-2017.
2. However, due to administrative and logistical limitations, the test administration shall be moved indefinitely. A Memorandum will be issued specifying the new dates of test administration.

Gender and Development (GAD) Plans, Utilization of GAD Budgets and Submission of Accomplishment Reports", the following guidelines are reiterated by this office:
1.1 The GAD Plans, projects and activities (PPAs) must be issue-based resulting from gender analysis and research ensuring that different concerns and issues of both women and men are equally addressed in the GAD Plans and Budgets (GPB). 1.2 The field GAD coordinators shall take the lead in the preparation of the GPB; monitor the implementation and the results of the PPAs and submission of the accomplishment reports to schools division superintendents (SDSs) copy furnished the regionai directors (RDs).
2. In determining what can and cannot be charged to the GAD Budget, the primary consideration is the gender issue being addressed by a program or activity. If gender issue is clear, the expenses may be charged to the GAD Budget.

ONE MILLION LAPIS CAMPAIGN
1. This is to announce the One Million Lapis Campaign of the Council for the Welfare of Children (CWC) which aims to collect one million lapis to be given to the underprivileged children in elementary schools of the 4" to 6' class municipalities of the country.
2. All Division personnel and school heads are encouraged to join this activity which will be done until October 26, 2016.
3. As stipulated in DepED Memorandum No. 169, s. 2016 dated October 6, 2016, collection of pencils must be done on a voluntary basis only and must not be mandatory nor become a school requirement as indicated in DepED Order No. 41, s. 2012
4. DepED personnel and staff may invite their partners from non-government organizations, parent-teachers associations and other members of the community or the private sector to donate pencils for the campaign.

1. The School Report Card (SRC) is one of the core components of the School-Based Management thrust of the Department of Education (DepEd). The SRC is prepared by the schools twice a year in a school year (SY) to further strengthen shared governance through the increased awareness and stronger participation of the community and other stakeholders in making the school a better place for learning.
2. In line with this and in accordance to DepEd Order No. 23, s. 2016 entitled School Calendar for School Year 2016-2017, all schools division superintendents are advised to constantly remind all school heads or principals of the following schedules for the Status of Implementation of the SRC:

Moreover, the Schools Governance and Operations Division (SGOD) shall accomplish the SRC Monitoring Sheet provided in the enclosure to help in monitoring the current status of SRC implementation in schools. This should be sent in Excel format through email at bhrod.sed(u,deped.gov.ph on or before October 10, 2016.
4. To facilitate the monitoring of the SRC implementation in schools, the schools division offices shall assign their respective focal person in Information and Communications Technology to make a Google Drive or a Dropbox folder organized by school year, wherein they should upload either of the following: a. Scanned Cover Page of schools' SRCs; or b. Word/PDF copy of schools SRCs.
5. The link to these scanned or Word/PDF copies must be written in Column 4 (Google Drive/ Dropbox link containing the SRCs of the Schools) of the SRC Monitoring Sheet. All concerned must refer to Annex 11 (SRC Summary Report of Information) of DO 44, s. 2015 entitled Guidelines on the Enhanced School Improvement Planning (SIP) Process and the School Report Card (SRC), in filling out Column 5 (Number of SRC Data Present). There must be a minimum of 19 SRC data needed in the SRC.

SUPERKID SCHOOL CARAVAN EXPANSION FOR SY 2016-2017
The Department of Education, Region 3 in coordination with Redscope Communication lnc., Proctor and Gamble Philippines will conduct Superkid School Caravan Expansion and Continuing Health Education for Teacher (CHET) that aim to promote health awareness among teachers and learners.
The Superkid School Caravan is a special one (1)hour pre-school what to be held in school grounds on principal's approved schedule. The CHET on the other hand, is on annual convention which aims to provide the school community with the latest update and trend relevant to school health.
Participants to the CHET, per school are the principal, medical personnel, subject coordinator
(health) and a clinic teacher or another staff nominated by the school.
Redscope will provide the certificates, meals and a transportation allowance of P300'00 per
participant.
200 Slots are allotted to Tarlac Cluster hosted by The Division of Tarlac Province on July 22, 2016.

MultiFocus, company commissioned by DepED Central Office, will deliver Science and Mathematics collapsible cabinets to all elementary schools in Tarlac Province. School Year 2016 - 2017 will be opened on June 13, 2016. it is expected that all kindergarten pupils, elementary schools pupils, junior high school students and senior high school students will come to the school on the first day of classes.
TO ensure the successful opeinign of classes and to provide technical assistance to school heads, regional monitoring teams is hereby organized.
The monitoring teams are tasked to perform the following,
1. Collect data on enrollment (Kinder, Elementary, Junior HS, SHS)
2. Inspect available classrooms and furniture.
3. Consult/dialogue with the secondary school heads on their SHS contigency measures.

School Principals/heads or nutrition leader of the recipient schools are requested to attend the Turnover Ceremony on May 24, 2016 at 9AM at the Sangguniang Panlalawigan (SP) Hall, Tarlac Capitol, Tarlac.
